No b- isn't tamper return , look at list
A wire that came back to bt was the tamper return possibly black if nothing was changed from your original picture

And get a ladder for the bellbox learn to balance with drill screwdriver and bellbox
If you think the wiring and connections are fine , what happens if you move them to a working circuit as swap them over at panel or expander , the fault will move with the zone or it will be the panel output problem
