If you want to access the part sets and don't have the engineer code then why not defualt the panel (In the hope the engineer code is not locked in) and re-program it, if you think you can do the part set programing then the above should be easy... There are engineers who will unlock the panel for you and give you the engineering code, personally I see no problem with this whatsoever subject to the proviso that you understood the potential consequences (which to be honest are minimal in my opinion) Call a few and see what they would charge, not all are capable of doing it and not all would want to do it but some will. This way you have control of the system which in my opinion you should have been given the minute your installer left the country! Other alternative is to source another panel, the 800 is a good panel but to be honest it's a little dated now and an equivalent panel in terms of functionality would be failry cheap.

IMO it is a very good panel, and it may have a fair few circuits running on it, in which case not that cheap to swap out. JUST GET THE PANEL UNLOCKED! If you were in our area and you called i would be happy to unlock the system for a call out charge, aslong as you signed to say the state of the system was not my firms responsibility and you are happy to take it on yourself. JOB DONE.

JOB DONE. I totally agree, and yes it could be running (from memory 16 circuits using eol?) or was that just the 816? Either way assuming the panel still works ok it would be cheaper to have it unlocked and a lot less hassle, especially if you can get hold of an engineering manual.

It comes down to: Do you want to make a stand and get engineering access even if that impacts on your security, or do you want to get an alarm company to sort out your programming and take responsibility for it?
