If you install it, you wont get police responce. You have to have is installed by an approved company.

Not technically accurate.

While that is the prefered way all it has to be is under a current contract and the system be certificated to the relevant (at the time of issue) standards. This would normally be done by the installer but is also done on takeover etc....

A takeover is when another company takes over the system and issues if required the releveant certification. To issue this cert a full check on the system and its installation etc is required. Also there are additional requirements under en such as the Risk assesment, Phycological effects on the client etc

And what are the chances of DIY meeting the all the regs ready for a takeover?

As long as the company taking it over brought it up to standard (if required) prior to certification then there would be no reason why police response would be witheld. However it could be a very expensive mistake if the DIY install was way off the mark.
