Everythign else has high level MK metal clad in conduit. Explain the lack of bolts for the handrails? ECT ECT.

Err, well no, they haven't really.. No bolts, duck tape, loose flex. All in an open public area - H&S alone they should have refused to carry on if the relevant services were not in place. As for just sticking it on a plug top..... I assumed the rails were there to tether their horse to.
