Accenta Mercury Abi Tamper Fault

I have got a new alarm and when I power it up, it just says 'Tamper' nothing I can do, I have linked out all of the tampers, but nothing seems to work... I have include some pictures

It has no tamper switch on the board. Just all these terminals and SCB is linked out too

Any of those resistors touching each other? Id of thought it should have an onboard tamper it's not missing is it?

Plus are the eol the correct value

I have, there is no room on the board for a tamper switch, it would have had a metal switch, I know it's not an EOL problem because it doesn't give me a zone number, it just says 'tamper', I have made sure every single tamper connection is closed, it just won't work. If I press 4 and 9 it will go into 'Attack'. Any suggestions?
