Another way of controlling the light would be to use a timer or Photocell sensor. The timer inside your flat or the Photocell externally at whatever height you need. I still reckon PIR bulkhead type fittings taken from some supply in the lobby area would be the way to go if you had too. But a cheap led light probably won't cut it and you will likly need a narrower light output.
