When it is set as PIR set latch it provides +12V to the latch terminal of PIR's when set as when you wire multiple PIR's on one zone (not recommended) the LED remains on on the PIR(s) activated so you know which one triggered the alarm, or some similar variation. Shock reset is pretty much the same and is wired to the terminal on compatible shock sensors to reset the unit after an alarm condition. What panel is this for?
