Sorry for the delay I have been rushed cleering the faults for xmas.

The RATES system checks for Capacitance, Resitance, Distance, Ballance, Ohm to Earth, Ohm to A leg, Ohm to B leg, AC test, and some other checks. If your line is a standard PSTN (NormaL Line) and not a ABC line or dedicated alarm line then the exchange will do random test through the night maybe once a month. The test system can also be accessed by the engineers so if we have a fault prooving to affect other CCts in that DP range then we will test those lines as well. Thats why we use NTE5a before a Block terminal as the NTE has the components to test to.

There is no way yet of testing if the correct number is leaving the exchange to the correct property by this system. Also a line will test ok if it has a HR fault as the system cant allways cypher the results. Hope it gives an in site
